Global change under drastic drives by scientific, social and politic evolution has called for rational and deliberative tools to support policy decision engaged to broad array of development. Since multi-sector studies have demonstrated clear evidence that any policy processes could provide impact to the well-being and health of people. To this concern, the Health Impact Assessment (HIA) has recently been developed to empower the societal justification. HIA is expected to ensure healthy public policy from the level of community up to country and international level.
Thailand has experienced the political evolution and the struggling for sustainability of social and economic development in last few decades. The lesson learnt from drastic economic growth that brought prosperity to the country, by the same time, has revealed tremendous amount of people afflicted from the processes and consequences of these development. These have culminated into the stipulation of HIA as a critical part in Thailand's 2007 Constitution and the National Health Act.
The 2007 Constitution through the article 67 states that any programs or activities which might provide impact to environment, natural resources and health of community would not be implemented without the study on environmental and health impact assessment of the people and community.
This has been asserted by the article section 11 of the National Health Act which states that - person or group of persons have their own entitlement to call for health impact assessment of any public policies, then they have right to participate in the process of health impact assessment. These legislative mandates entrust the National Health Committee the authority to impose the criterion and procedure for the pursuit of HIA from the level of policy down to the program and project levels.
International experiences have demonstrated that legislation on the use of HIA in a country is just an initiation. The principal challenge is to translate the law into practical and pragmatic action with the acceptance of all the stakeholders. Particularly, the HIA would be a powerful tool to protect rights in health pertaining to the healthy public policy and social equity.
Since, HIA has been newly launched in the country so that Thai community needs to learn and to exchange more experiences with the practitioners from international communities, The National Health Commission (NHC) has agreed to host the 2008 Asia and Pacific Regional Conference on Health Impact Assessment during 8-10 December 2008 in Chiang Mai. This will be the first Asia Pacific academic meeting in Thailand after the 2007 HIA conference in Sydney, Australia. In which, Thailand's presence of HIA is under the philosophy of "Sufficiency Economy".

To set up a forum for exchanging the knowledge and practices of HIA in the community and country level which lead to the commitment for further collaboratively develop process and methodology and assure the sustainable social and economic development.

- To create and extend the international network for HIA development.
- To exchange the knowledge and experiences on HIA among the participants in Asia Pacific Region.
- To demonstrate the process and methodology of HIA in the country's and community sustainable development, including meeting the demand of each area's social, cultural and economic diversities in Asia Pacific Region.
- To encourage all stakeholders to use HIA as a crucial tool in empowering people and in creating healthy society for all.
- To raise the awareness of people in healthy public policies

The participants can earn more knowledge and experiences and be capable to apply the HIA into development framework of community, local area and country levels.
An opportunity to strengthen the multi-sectoral collaboration in producing healthier public policies particularly socio-economic development policies.
The conference will result in the commitment declaration to jointly develop the process and methodology of HIA which will ensure the sustainable development at all aspects.
